Izmir Metropolitan Municipality applied to be a member of Turkish Healthy Cities Association on Jun 02, 2006 by Resolution of City Council numbered M.35.0.IBB.0.10.01-02.314 and dated May 08, 2006 in order to ensure that by centralizing all data concerning the city health, already limited resources will be used properly and above all, the services provided for the people in Izmir will be in accordance with the principle of equality and will aim to enhance their life quality, and the decision-makers in the city will be able to put the health topic on top of the agenda.
A protocol was signed between T.R. Office of Izmir Governor, Izmir Metropolitan Municipality, Ege University (EU), Dokuz Eylul University (DEU), Izmir Institute of Technology (IZTECH), Izmir University of Economics (IUE) and Yasar University (YU) on May 07, 2007 in order that the works of Healthy Cities Project Office could be made in a discipline and cooperation by expert staff within a common platform and that reliable data could be figured out more easily by IBB, and therefore a project partnership was established. As per the protocol, all the project partners have appointed a coordinator as to advance the movement “Healthy Cities”.
An invitation letter inviting the state institutions and organizations to the platform was sent on Jun 2007 in order to establish a Healthy City Platform. Following the contact meetings with the appointed representatives, working groups were formed with academicians, democratic mass organizations, non-governmental organizations, trade associations, and with the representatives of Municipality and Office of Governor.

A Framework Agreement was signed between Izmir Metropolitan Municipality and T.R. Office of Izmir Governor, Izmir Metropolitan Municipality, Ege University, Dokuz Eylul University, Izmir Institute of Technology, Izmir University of Economics and Yasar University by establishing a project partnership as to ensure inter-institutional coherence, coordination, support and cooperation, and Project Partners assigned a Project Coordinator on behalf of their institutions.

In the publicity meeting, hosted by Izmir Metropolitan Municipality Mayor Dear Aziz KOCAOGLU, held in Tarihi Havagazi Fabrikasi, the Izmir City Health Profile Book was publicized before media, and it was distributed to Grand National Assembly of Turkey, Members of Parliament from Izmir, Members of Provincial Assembly, Members of IBB Assembly, Project Partners, the members of platform consisting of State Institution and Organization, Trade Associations and members of working groups.

As Izmir Metropolitan Municipality, was designated a member of WHO European Health Cities Network, Phase V. (2009-2013) from among 41 cities that are members of Healthy Cities Association in Turkey and being involved in the 12 city – quota, which was determined for Turkey by WHO.

While the Izmir City Health Profile were being updated by year 2009 data, at the same time, working groups were established to prepare the Izmir City Health Development Plan, and 82 meetings were held with the working groups consisting of 145 people including academicians, non-governmental organizations, trade associations and Municipality representatives, which were assigned by the project partners and members of the platform, and the studies were submitted to the Project Office.
